This is a pretty good explanation between USB 2 and USB 3: That would not even be possible, because USB is a digital signal, it either works or it doesn't. If that is not the case, you have two malfunctioning USB hubs in both PC's you tested on. It's most likely in your head (100% placebo).
I can guarantee you that there is no difference, and should there be any, USB3 is better. If there was a difference (there is not) you would need a highspeed camera and other technical equipment to measure it. Second, there is absolutely NO WAY IN HELL that you can actually "feel" a difference.
USB 3 is MUCH faster than USB 2, plus USB 3 can even do asynchronous polling - not that it matters much, because mice use VERY LITTLE bandwidth.
